Harley, who has scored eight goals for Exeter this term, was out of contract at St James Park in the summer.

"I've got a job to finish at Exeter and then I can't wait to get started at Swansea next season," said Harley.

He told Swansea's official website: "It's been a tough couple of weeks with all the speculation."

"There were a lot of teams interested in me, which was nice, but I'm delighted to sign for the Swans. I just felt Swansea was the right club for me."

Harley started his career at Bristol City, before spending time at Forest Green Rovers and Weston Super Mare and then joining Exeter in 2007.

The midfielder has scored 22 goals in 118 appearances during his time in Devon.
